1、按好質(zhì)量策劃，質(zhì)量策劃貫穿整個工程建設(shè)過程，是質(zhì)量管理的基礎(chǔ)工作，是使工程建設(shè)各過程處于受控的必要條件。

2、建立健全技術(shù)質(zhì)量責任制，施工單位要嚴格建立健全部門責任制，五大員及特種工責任制，建立檢查驗收制度，例會記錄制度，層層把關(guān)、責任到人，要對工程質(zhì)量實行終身責任制，促進工程質(zhì)量的總體提高。

2. Establish a sound technical quality responsibility system. 3、把好施工技術(shù)關(guān)，堅持圖紙會審制度，實行設(shè)計單位、監(jiān)理單位、施工單位、建設(shè)單位參加圖紙會審，發(fā)現(xiàn)和避免設(shè)計中的誤差和不合理，弄清設(shè)計意圖，吃透設(shè)計要求。
